I finally exited the game and logged back in and it showed up. Had done it earlier but it worked this time.

The card you're looking for should be on the bottom left area of the deck and I think it's called 'A Gift of Cunning.' Something of that nature; be sure to double click it to make sure you get the mission to appear. I'm not sure about the Attunement things, maybe try checking the Abandoned Quest kiosk at the HELM?
