The DLC is specific to the platform and is not cross compatible between the Microsoft Store version and the XBOX version.

But I wasn't playing threw the Microsoft Store I was playing threw the Xbox app on my pc or am I wrong?

It is a separate platform. The DLC you purchased was for your XBOX Console. Destiny 2 and all related DLC is not a Play Anywhere title.
