Blink is one of those things that could. Be overpowered, but the way it is it has too many drawbacks. Without it the warlock ck can't even move. I think removing the cool down is totally warranted. It still looses the map and has slowed weapon ready, so the cool down doesn't really need to exist.

The cool down needs a timer and that's the only problem with the timer. The hitbox stretching however, is a massive problem.

Blink is already ridiculously useful for breaking line of sight, blinking over enemies and 180-ing around to shoot them (more effective on pc than console, admittedly, as usual with mouse-camera-snaps). The Astroverse exotic helm gives you even more range and a reduced cooldown. As for saying warlocks 'can't move' without blink, that's not entirely true. With a decent enough movement speed, warlocks can 'bunny hop' rather effectively just like Titans thrusters or a hunter jump. You just have to move more tactically and not 'spur of the moment' because of the glide.

As a Warlock main who lives using Astrocyte Verse, I think absolutely no cooldown would be super unfair and dominating.
