That message simply means it is throwing everyone back into the main matchmaking pool to try again instead of carrying everyone who doesn't exit the lobby into another match. If the same people are in the same matchmaking queue they will likely meet the same connection requirements that were used in the last match and thus you can see many of the same people in the next match. The issue becomes more prevalent when the matchmaking queue has a low population. It does not, nor has it ever marked players to not play each other again or to even play each other in the next match. If you're finding it happening frequently then instead of sticking with the queue, exit and go to Orbit. Sit in orbit for two minutes, then re-queue to have a better chance at a fresh queue.
