Warframe's modding system is just as bad as D2's perk pool.

My friend makes only unconventional builds. If his rumblers can kill level 80 sentient sand last 60 seconds, my arcbolt should kill acolytes
-
Thats fine, but your friend is in the minority, and killing sentients isnt exactly a grand feat since you can actively take away their buffs. Also, i prefer storm grenades over arcbolt for pve, they're more reliable.

That is beyond untrue. D2's perks are set in stone for the most part. Perks may or may not make a bad weapon better. WF mods are highly customizable. Freedom to choose how the weapon fires, damage it does, and auxilary perks on the side. Two VERY different systems. In D2, you can't get a weapon past 100 rounds with any hope of decent dps. In WF I can have a weapon with a 500 round mag and use it effectively in endgame. Sweet business can't do that very well.

not really as you put in the mods yourself?

Talking about options a diversity. Nobody is never going to not run Damage, Multishot and Crit mods. On avarage, thats 5 to 6 of 8 available mod slots. You would be handcapping yourself if you dont use the above mentioned. Its not any different in D2. Reload paired with damage. I see that as a problem for both games.

but you don't need to run all the damage a lot fo the time in warframe. and i don't a lot of the time either. i run a lot of utility mods and i never really feel handicapped since i can kill just as fine as other people since the utility of the mods helps out. if you think that is OPTIMAL that is different for you that is a far cry from rng guns which do have some useless rolls on them that just suck outright.

I keep my weapons set with the basic endgame mods. I dont see a reason with i wanna set them to lower lvl content when said content is usually sped thru I dont set a Grakata to max mag capacity for a lvl 20 fissure exterminate when my lvl 100 mod loadout will yield literally the same result. What would be the point? Warframe has hundreds, if not thousands of mods and like 95% are useless. The game's mission structure are so simple that there is no reason to try something slightly out of the norm. You wont see any difference.
