Unfortunately, there is an unknown issue that Bungie is investigating with Clans at this time. Until it is resolved, no one can create or edit clans.

I will be honest and say I will likely forget to do this. However, keep an eye on the @BungieHelp Twitter channel for updates on this issue. That's where they reported the issue and hopefully will announce it's resolution when completed.
