Xur will only give armor pieces based on the class picking up the Fated Engram. If you already have everything for your Titan and have all the weapons that are not quest related, then you will only get repeats. If you are still missing on your Hunter, then you need to get the Fated with your Hunter and the same for your Warlock.

Then why does he say that I’ll get a missing exotic when I don’t have some of the weapons that are missions? Does he not give quest exotics?

Correct. The only way to get the quest exotics is to do the associated quest for that exotic.

We only have three people in our clan so we can never do a raid so we don’t know how to do them

I roll solo, as my two clanmates no longer play. Sometimes you just have to accept that you won't get everything. If you want the raid stuff, try an LFG or the fireteam finder here on the forums.
