I thought IB gear was pinnacle loot, why is it only dropping 1 above my level?
My gear power is 949, and whenever I pick up the bounties they drop as 950. I thought pinnacle loot was supposed to be the only stuff that can drop ABOVE 950. Does it only start dropping as that once I've reached 950? If so, that needs to be communicated WAY better in game, because people should be discouraged from turning in the bounties until they've reached 950.

You have to have all your dear at 950, before you get 951 gear, then the same for 952 gear

I went back to one of their earlier twabs to reconfirm but either the gear drops at the 950 power level and the artifact is supposed to take you past that or it’s you hit 950 and the gear drops only incrementally higher up until 960, but again that’s the way I read the TWAB I could be wrong.
