There is only one way to balance supers in PvP...
Remove them from PvP entirely. There will always be a super that is broken no matter what Bungie does. If you remove them from PvP then it comes down to gun skill and not who has 5 super mods and can start snowballing first. People can enjoy supers in PvE but they break the crucible and its not hard to see that
