Also back to your first comment, If I left my monitor on any refresh rate over 60hz but capped the game at 60hz I would still get the issue. The only way to fix it was to set the monitor at 60hz itself (which obviously I don't want to have to do). Seems like it has to be something with the game trying to work with a higher refresh rate.
