That sounds like a slightly different issue than mine, as I still get the stutter at 144fps in the menus or high-fps areas. Vsync on or off (or any other graphics options for that matter) doesn't change a thing. However, just from skimming the forums, it seems like many different forms of stuttering are rampant in this game. I agree they really need to give it a good work-over and clean up their engine.
