Would argue it might not be the how but the ability to do so.
It’s a 530 public event so it will be really tough going to many new dreaming city players. They will have a bounty to complete 2 events, they’ll take a non heroic completion over a heroic non completion any day.

This was my thinking also. Since the blight thing on earth always goes heroic and I see blueberries struggle with doing so in dreaming city. They’re just not powerful enough.

Except even if you don’t complete a non-heroic, it still counts towards completion
