Bungie has stated other packages will be available as launch approaches. That will probably include the pc as well.
I think that they might not be able to put it on sale yet as it is still on sale with humblebundle, with a portion of the proceeds there going to charity < this is total speculation on my part

That does kinda make sense, but Destiny 2 in the Humble Monthly is without the Expansion Pass (I think).
