I wouldn't say they put a minimal amount of effort. The environments could use a lot more small details and the lack of collectibles on the maps is kind of lame, but there's a lot of story content and a lot of the quests/adventures have unique mechanics. I think it's more a matter of poor decisions. Random weapon rolls wouldn't take a lot of work, they just chose not to put them in. Making the raid armor only cosmetic wasn't less work, the cosmetic part is what takes the longest. They just chose to not make the gear special so that people who don't want to raid will have no incentive to do so. Destiny 2 could be really great if they used all the content from it but had it set up the way D1 was. I'd be on every day doing redoing adventures and meditations to try and get good gear rolls. I'd be in the crucible every day enjoying the level designs while still being able to run around solo and dominate other players. Instead they traded in a great replayable end game for a bland experience where everyone has all the same gear with the same perks and nothing or anything in the game is special.
