its called feedback. i know its something new for people on the destiny forum, but this is common everywhere else.
dont tell me youre still excited about blue gear thats 10 levels below your power level or your 10th copy of whatever legendary you just got.
people arent complaining that they dont get what they want - they complain because theres nothing to get. who cares about the same guns we already got for 100 times already? they are never going to become better then what you have and since enemies scale with your power level it doesnt even mean anything anymore.
if they decide to go for fixed perks they have to do it the borderlands way and create thousands of weapons to guarantee the player doesnt just get the same shit over and over again.
in destiny 1 getting the same gun wasnt so bad because maybe rngesus blessed you with a roll that you wanted for so long. love it or hate it, but it was better than these fixed rolls that are barely doing anything.
thats why people give feedback, to improve these kind of things.

You'd place foundry orders just to see if you could roll out a good omolon scout or whatever. But rather than enjoying stuff, like raid night with clanmates people expect to get stuff better than their +5 modded X, when mod levels don't influence loot. Which is something they gotta look at
