I really doubt it could be possible. I don't see any reason why Bungie should create an entire Expansion around a secondary character known only through Grimoire Cards.
I think it could be much more interesting and beautiful to put into D2 a quote/refer to Dredgen Yor. For example, the possibility to find the famous Dwindler's Ridge, maybe in a secret area of the EDZ Patrol. You reach it and there you can find something like a dead body, a skeleton, of a Guardian sourrounded by black roses growing from the ground or maybe from one single black rose on his chest (the famous Dredgen Yor's Rose) and then you can analyze it with your Ghost and get some cool interaction about who he was ecc.

Well considering that they are bringing in Sloane for Destiny 2, who was also a secondary character from the grimoire cards, I see no reason why they wouldn't feature an expansion revolving around a character who's considered to be the greatest villain in Guardian history. It would fit with the overarching focus that Bungie is doing for Destiny 2 as well; what happens when you lose your Light and what does it mean to be a Guardian.

Sloane is a fresh new character who is introduced by one single Grimoire Card of the Age of Triumph, instead Dredgen Yor is a character from the background lore of Destiny. His story is completely told through the Grimoire Cards and pieces of equipment. Around the game, you never hear someone mentionating him unlike other character like Osiris, Praedyth ecc. What I'm trying to say is that probably he isn't a considerable characater for the Destiny lore. Yeah, he has a cool story, but that's all. He was tormented and in the end he was corrupted by the his own Rose which he covered with the chitin of the Hive Knight that was "the consort" of the Wizard Xyor, the Unwed which prophesied his fall. He did lose hope in the Guardian's cause, he betrayed them ecc but he still was a Guardian.

The Shadows of Yor are a relatively new concept as well, as they were introduced to the grimoire when Rise of Iron was released. Heck, they even gained 2 additional ghost fragments from Age of Triumph update. Just like Sloane and her one fragment. So by your assessment, if someone like Sloane could be featured in Destiny 2, then the Shadows of Yor and by extension Dredgen Yor could also be featured. : )
