They've already been nerfed, heavily. They no longer can attach to players, and there damage has been lowered noticeably. Also, light level disparity is extremely low these days, so anything above taken King levels will be virtually identical to 400 in terms of damage dealt. And only three things in pvp even look at light level: trials, iron banner, and a private match if you set it to that.

Then the 400 should suck a little less, honestly they've already been given an unnecessary nerf and anyone dying like that a) sucks, and b) is choosing to run minimum armor.
