@Bungie please buff the Astrocyte Verse exotic warlock helmet + my ideas on how you could do so

At this point, it is without a doubt the worst Warlock exotic and easily one of the worst exotics in the game. There was a video a while back showing how totally worthless the exotic perk is and honestly, i'm dumbfounded that it still hasn't been buffed. I actually forgot that this was even an exotic because NO ONE uses it. I haven't seen a single player with the Astrocyte Verse since the first week of Rise of Iron. I want that to change. So i've come up with a few possible solutions because of the whole, "don't complain unless you've got a solution" thing. So to those who don't know, Astrocyte Verse was originally viewable in the armor with its perk being," Reduces Blink Cooldown and Increases Travel Distance". It was changed from that to, "temporary increase to recovery on blink"... yeah, not very good. But as I mentioned before, i've got two ideas i'd like to suggest. 1. My first idea is, if you take damage then blink, it would significantly increase recovery to where you'd be close to full health within seconds, but the trade off would be, it would give a debuff to where if you were damaged, let's say, within five seconds (could be more, could be less), your recharge would then be much slower than it regularly would be. This maybe would only trigger if you were below half health, that way you don't get shot once, blink and then accidentally trigger the debuff. With the perk acting this way, it would make the exotic useful in both PvP and PvE when you were in a pinch all the while, staying relatively similar to what the perk currently does. 2. My second idea, shorten the time needed to blink again after blinking the first time. Now i'm not meaning to lower the time needed to blink after blinking twice (omfg I can't believe how much i'm saying blink) but rather it would let you blink immediately after you initial blink. So let's say blink as it is now is- Blink... Blink with the exotic, it would make it Blink. Blink I'm not trying to be overly literal but i'm having trouble phrasing this correctly. The cooldown before blinking after the two would remain as is, but it would allow quick get aways and faster evasions to enemy supers or heavy and could be used to close the gap between targets faster. I could see this being handy in the Aksis fight, allowing warlocks to get to him faster and stun him. This one would obviously be closer to the original perk. I took the original perk as meaning that, the cooldown after blinking twice would be shortened but, it could have been closer to my idea.
