I can almost guarantee you that it's not Bungie as a whole but just Deej.

I doubt it's that straight forward. They probably have meetings about shit and he decides what kind of spin he's going to put on it. He's arrogant that way. He likes to think he's witty and charming but he's just a dbag with a large vocabulary that he doesn't know how to use.
