After a while dragons will spawn every now and then. Also, there are places with guaranteed dragon spawns-the location looks like a dragon head.
You will also kill some in the story.
Dragon souls aren't that hard to come by as long as you can kill the dragons.
My tips to kill dragons:
[spoiler]Marked for death is a shout, the you can google it to see the locations of where to find it. It essentially takes the armor down, making your attacks do more damage.
If you use this shout continuely, your attacks will do massive damage making dragons seem week.[/spoiler]

I already got a shout on my travels to hogwarts, the disarm shout. Is that good?

All shouts are pretty good, that one obviously at disarming. So it's good on people rather than monsters. I saved my souls until I got some of the shouts I wanted like marked for death. Then I didn't really care what I spent my souls on.

It tells you where to find them as well, so of that's something you're interested in them, go ahead and spend your souls on them
