Think about it? Why did the Fallen Splicers just stick on earth when they already had SIVA? They could have very well with their cybernetic enhancements went to Venus, where THERE are Fallen already present, and take Vex INSTEAD of Hive.
I mean, that doesn't even make sense, they should have experimented on the Vex and not the Hive if they wanted a chance at anything. And they could, just like Skolas did in House of Wolves, just use Vex Tech infused with SIVA, that means we WOULD have had a new Vault of Glass, and Vex Mythoclast, and the raid weapons back unjustified.
It makes the Fallen or the Eliksni look like complete idiots, they also could have tried to unite the remaining houses.

The Vex are basically a hive mind. Going up the chain to the Gate Lords, Axis Minds and even farther up to the central unit would be the only way to really control the Vex

The Splicer army is full of retards. The only ones smart enough are Kovik and Aksis. Vosik is only 2nd in command because he knows how to build a body for Aksis. Kovik is intelligent because he TOOK A -blam!-ING OGRE'S EYE AND PLACED IT ON HIS WEAPON AND GOT IT TO -blam!-ING WORK!! Aksis is smart because he can -blam!- us all over in a few seconds and knows how to work his mechanical body. Every other Splicer is stupid. They are supposedly the smartest... but I think the SIVA got into their heads.

The Vex are machines/cybernetic organisms that are far superior to SIVA, they might not have been compatible with SIVA seeing as they could probably destroy the virus that tries to infect them.

The Fallen not Eliksni...they are no longer Eliksni. They are Fallen. All Fallen are Eliksni but not all Eliksni are Fallen. Thats Lore for another time. The Vex granted would be a great victory for the Fallen they saw Skolas trying to control their Time Conflux. He could pull the House Wolves thru but was limited to the Citadel. For the Devils to attempt that when they are still leaening SIVA is a gambit any Kell or Archon would avoid. The reason for the Hive is simple. Revenge. The Hive killed their people centuries before this. They lost their most powerful Kell, Chelchis the Kell of Stone, to Oryx. The Great Machine abandoned them because of the Hive. Them attacking the Hive was not strategy or for new weapons. Those were a plus. Their drive was to get back at the creatures that ruined their heritage. They could finally fight back with SIVA. They could do things that only Dregs would dare dream of. They got even. And by the looks of the Hellmouth and Bunker Triglav...they went all out on the Hive. No restraints or remorse. Just plain murder and revenge.

maybe because the vex are a more controlled hive mind compared to the more disjointed fallen who honestly have no type of leadership to guide hence why aksis was more influenced by Siva, due to literally having nothing to lose

Since they seem to want to unite the Houses under SIVA invading another House's land isn't a good diplomatic move. Its also worth noting that the SIVA Splicers are only a fraction of the House of Devils. They probably don't have the manpower to do so when they're only just now turning the tide against the Hive and continuing to lose badly to the Guardians. Starting another war with the Vex just wouldn't be a smart move.

(Basically why the vex worship the darkness). If i were the fallen the last thing I would want is the killer robots taking my power up. That and it might break their truce with house winter (what's left of it.)

I think the fact the splicers experimented with hive will lead to a Siva infection among them and bring Crota back. Crota's End 2.0. And I think we'll see the splicers head to Venus to find a new God, after we killed Aksis, by using siva to revive atheon. Vault of Glass 2.0. Either the winter update they keep hinting at or another April update. They'll have to bring old raids back at some point to spread content until destiny 2 and they did say at some point that they want a reasoning within the lore to make it happen. I think this could be it. Or it could just be wishfull thinking.

My best guess is that Splicers main goal was Rasputin. Control Rasputin and you control all of the solar systems defense systems and kill everyone. Why do you think Aksis was hooked up to Rasputin? Siva already degraded him to the point where he could gain access. Plus with the Vex able to manipulate time? Boom, second Whirlwind leaving nothing behind.
