That's kind of what makes a sequel. If you're buying the second game, it's likely because you liked the first game, and in order to keep their fanbase they should keep the core of the game the same. Things that stray from that core are usually labelled as a sort of subseries, like Halo Wars, or Assassin's Creed Chronicles.

In fact, the only game series that comes to mind right now that actually changes with each installment is The Witcher. Playing each game feels very different, from the combat to the overall gameplay itself each game is different

Why fix something when it isn't broke? New weapons, new game modes, completely new stories, new characters... Sounds exactly the same. Just because it has the same smooth gameplay does not mean it's the same thing.
