Ghost bullets are literally rng. When your hand cannon starts getting damage drop off your bullets travel in what's called an accuracy cone so a cone from where you aimed will go outwards and your bullet can travel in any direction in that cone. It's not a user thing it's an RNG thing.

The user's error would be not knowing and accepting the limitations of their gun. If people want the highest range hand cannons why aren't they using the first curse or another high impact legendary?

It is an intentional flaw that can be avoided most of the time if you use your hand cannon properly.

Range is a multitude of things and affects to many variables to just blanket nerf range you need to be more specific.

The base range. You know how thorn got a 25% range nerf? Kinda like that but instead of butchering hand cannons like bungie did with thorn we tone them back by making falloff damage happen sooner so if you use it outside of its effective range you are punished by less damage not randomly missing your shot.

The range stat is comprised of a multitude of variables. If you were to nerf base range by 10% just to remove the bloom bloom effect, you still wouldn't be content with hand cannons. Bungie would go far more than 10% to balance out not having bloom.
