You aren't the only one. I'm getting the same, I can't hardly go positive in IB since yesterday afternoon sometime. I'm literally even or negative every fcking game.
Funny thing, I get a contacting destiny servers error in mid game with 11k & 14d, all of the sudden I go on a 7 kill streak to go positive and end the game 18 & 14. Their servers are truly Ahole Fcked.
Edit: my connection is 120 down and 14 up with about 28-34 latency.

is your NAT set to open and UPnP activated on your router?

damn that sucks... I would think ISP issues but the timing is way to coincidental for that. Hope you find a solution.

I'm assuming it's mainly on bungie's end, and I'm hoping it's to do with the multiple teams in party running IB. If this is my new regular non event crucible experience, I'll just play PvE until I'm bored and then quit for another 7-8 months like I did in TTK.
