Is the vendor roll good? I been wanting a really good scout for some time now but haven't found one

Pick it up, guardian. Give it a go and see what you think. You could also scope out the gunsmith for the next time he sells one of the DIS scouts, a cocytus, or the tuonela. It's all about your preference though

It is a very long range gun tho. It's only good when you're getting headshots. On mid range maps, you'll probably just get worked Anyway, the best overall scout rifle is MIDA of course.

You want it for PvE or PVP? If PvE any scout with Triple tap, firefly and extended mag will be the best option for any activity just make sure to aim for the head and keep your distance. If PvP I'm sorry I suck at it and i have no idea on which rolls are the best.
