True balance is:
• All amour perks are the same for all
• Supers, melee and grenades charge at the same speed for everyone.
• All weapons within an archetype have the same time to kill.
• Primaries buffed across the board so they can compete with special weapons.
• Light level should not matter in competitive playlists.
• Maps should have no dominant spawns!
There are other things to consider to make a truly balanced game, like the removal or supers (because they will always be unbalanced due to them being vastly different).
However changing all of this would not be destiny. Bungie made balanced pvp games... Remember Halo. Destiny is just too complex.

I get everything except the armor perks. What's wrong with specific ammo bonuses or the various effects like health regen on orb pickup or grenade throw bonuses.
