No player should get un-even matches all the time. I am sure Bungie will never move to CBMM only, as that would cause a lot of un-even matches.
Most hurt would be average players, who are the largest crowd. Time and time after again, Bungie has shown that they will not create this game only for the hardcore.
This is why CBMM only would be bad and why I don't think it will ever go that way.

And if you had CBMM only, you would still have un-even matches where people ragequit. You would just have more of those matches, as the game would find players based on connectivity, not skill. Matchmaking would also take longer.

Not really ... Year one matchmaking was connection and skill based. It would start off based on connection and then balance both teams according to their stats. You wouldn't have 2 strong players on the same team. A lot of matches were close, I would lose a lot of my matches even when doing good. Match making didn't take that long either, it was noticeably faster than what we have now. It wasn't pub stomping 24/7 ... not even close. Only people in full parties were doing that and something needs to be done about matching full parties against randoms. It's happening a lot now. Black ops 3 has the exact same matchmaking and everybody is having fun over there.
