From the 3/3/16 update: "First and foremost, that means we attempt to find matches with the lowest latency (read: lag) possible. As a secondary concern, we want to insulate players at each extreme of the skill curve from each other. That said, we do not prioritize skill over latency under any circumstances. The newest settings are more aggressive about keeping latency low than we’ve ever had in Destiny."

Bungie's 'Referee' is also suppose to hurt laggers, but I'm yet to be convinced either promise has been fulfilled.

The decimal point error was an atrocious mistake - config/coding mistakes aren't lies. I don't even like BungieVision, and it bugs me to feel like I'm "defending" them here, but they have something to lose and basically zero to gain by publishing an outright lie.

I have yet to see laggers get penalized by the referee. If they are, the punishment is too light. When my team is all green and 5 of 6 of the other team are low red, there should be no way they win.

Complete lie. Ive played enough fps multiplayer to know this, i actually noticed sbmm 2 weeks after it was secretly implemented and bungie lied for 3 months about it.

Their attempt to keep evenly skilled players matched together at the cost of connection is not a successful idea. Anybody who plays destiny often enough sees it. Without a server it won't work. But until Bungie gets it in the their head this is what we have.

Believe me, I'm quite frequently all over them for the glib, manipulative, underhanded, misleadingly vague spin and carefully crafted predatory marketing practices. But even I can't assume they'd put a bald-faced outright lie in writing, in a mass-communication. They are to spin-savvy and there are just too many liability issues.
