Sadly you're wrong, Gally is still incredibly good in Year 1 activities so this Year 3 Gally will be quite the Rocket Launcher. Although this is the case, the stats have been altered slightly with low Velocity and high Blast Radius. And it doesn't have Javelin so it'll stay pretty slow.
