And why are the tooltips always leaving out important details?
I saw a friend's recording of being Last Alive in Trials, and he literally domed a Hunter while suppressed.
Note: No, the Hunter was not in the Shadowshot animation when he was shot.
He was clearly rushing to kill a tethered enemy, and got headshot in the middle of the endeavor.
Tether is already quite powerful without that added effect. It has an on-use flinch/screen drag mechanic, it impairs vision, it makes you vulnerable to damage even moreso than usual, and it even slows your movement speed.
That's not even mentioning it persists through the user's death and can be used to actually shoot a target, which is well outside the role of a traditional support setup.
What I want to know is, why does it suppress damage?
Especially so much of a suppress so as to make a Sniper Precision land for only 174 at close-medium range?
Tether aka Shadowshot already has a number of advantages over most traditional support subclasses. This added bonus, which not only goes unmentioned in the tooltip, puts this ability way over balanced and pushes it into borderline overpowered.
I just really think it's ridiculous that they needed to stack this many debuffs on a single ability. It's unheard of in most games, even Destiny has nothing quite like this except on PvE enemies and, of course, Shadowshot itself.
It's just a massive stacking of multiple debuffs.
Please consider balancing Shadowshot by removing the damage suppression. This is like double-dipping into the damage buff; the tethered target literally has no opportunity to counterplay even if they're landing precision shots on a Sniper. It is ludicrous.

Because hunters are op and have too much to help win gun fights but too many players are hunters so it will never be noticed or nerfed like snipers unfortunately
