What I want to know is can I buy it for €40 like pc? I can only see the pre order for some €70 edition.....

PC version is $40 base, console is $60 base (or the equivalent.)

Why is that? I heard it was cheaper because it was online only?

The Xbox One and PS4 editions are the Origins Edition, which correlate to the PC version that is also available for $60. It includes more skins and some other things. The Xbox and PS SKUs are likely being held at $60 to promote price equality with other AAA titles which may lead to a boost in sales and increased interest from those unfamiliar with the property.

Don't know for sure, probably because it's easier to release it on their own clients on PC. They have to go through Microsoft and Sony to release it on console.
