I fail to see how promoting the use of more than one gun in an entire weapon class is bad.
Multiple weapons being used is a signature of balance. Getting there is Bungie's "agenda" as you put it. I hope they succeed.

The imbalance came from a lack of high impact options. With the addition of LDR and the longbow, that'll help diversity.

Agreed. As will the capability of medium impact snipers to rez snipe. 1kys was very much overused for many good reasons. They are trying to get people away from it. Why use a new gun when the 1kys serves all your needs? I don't think Bungie is off base by discouraging its use a bit moving forward (ammo nerf). There we may disagree.
