PVP nerfs are based on data, not the complaints of the forums. For whatever reason Bungie uses that as a basis for blanket nerfs across the board.

Weapon nerfs maybe, but subclass nerfs are definitely because of complainers.

Complainers bring it to there attention. Bungie would not nerf something before taking it to the drawing board first. I think the fact that TOF and VF were not nerffed is good enough proof of that. That is complained about more than anything else currently.
