Unless you're lucky enough to live in the NCR you'rein constant danger from a ton of threats that include but are not limited to: raiders, super mutants, rival tribes, pre-war robots, and mutated wildlife while you try and scrape by in a dead world. Skyrim takes place within the Empire of Tamriel where ~90% of society lives in relative comfort, there is fertile land to make a living on, and you have professional guards and soldiers to protect you from most threats.
