Make sure your sword is 280+ light and fully lvled. You get am extra perk at 280 so make sure that is filled.

It's on there now that is my arc and it would not work so I just got a vold and lvl up all the way and it didn't give it to me also 285 on my vold

Make sure you actually did the collect shards and motes quest to gey the sword. Just Purchasing a sword on an alternate character won't trigger if. May also want to look in the lost quest kiosk
