Nerfing the 2 most reliable counters to sniper rifles, notably shotguns and Pulse Rifles, will make it as such that Snipers will have an overbearing map presence.
Sniper rifles will need to have new mechanics added to compensate for that.
Be it descoping when getting shot (you know, like this one unknown and irrelevant shooter does for decades now. I think they call it Halo), having innate sway and forcing you to hold your breath or something similar. Massively increased zoom sizes across the board and the removal of the 0.5x scopes could be another option as well.
Nerfing PRs will have a net increase of TTK as a consequence. Giving snipers even more time to get a kill, even though they messed up.
This gets worse, given the fact that PRs now will have significant damage drop off as well. Significant as in, finally noticeable.
Auto Rifles will not be in a state to compete with Snipers given the numbers, and the only semi reliable (the rest was unusable) Handcannon to do so, the Hawkmoon, will get a huge nerf to the range and lucky bullets.
I absolutely see nothing that would allow primaries to meaningfully compete with sniper rifles, when the next round of nerfs come in December.
So I basically demand Bungie to be proactive and nerf sniper rifles or add mechanics in advance that will help to balance them, instead of waiting until March to nerf them into oblivion.
