I, and many other members of the community, have reason to believe that the Sleeper Simulant isn't done being upgraded to it's max potential. Here's why...

In the mission, [b][i]The Promethean Code[/i][/b], there is a point about mid-way through where you can scan a terminal. There's two other terminals in the room as well. Upon scanning, ghost mentions something about a retina scan. There is also a way to access a similar set of terminals in the S.A.B.R strike.(right before the arc wave puzzle). Now hang tight, it gets kinda looney here.

The reticle for the Sleeper matches the icon on the terminal that requires retina scan. (It's a diamond shape, which fits a trend in Rasputin's Bunker)

Now, a fireteam of three must go into the S.A.B.R strike during nightfall, or possibly into the Promethean Code during daily.
Once in the mission/strike, players need to proceed through the mission and into the room with the three terminals. In perfect synchronisation, the players need to line the Sleeper Simulant's reticle up with the icon on the terminals. I'm speculating that doing so will open up either a door or the ground underneath the guardians and it will bring them to a room where the rest of the Sleeper lies. From then, I feel it will possibly be similar to the Black Spindle where you'd need to kill a boss in an allotted time period in order to acquire the specific gear.
Upon further spending too much time on the Internet, I found this:

This can only further validate the possibility of the retina scan theory, but this is all just a theory. All speculation that I'm willing to test with a fireteam in today's nightfall. (I'm on Xbox 360) well, now I'll leave it to you guys. What do you think? The truth is out there, guardians.

I love it! I had the same thought because of the flavor text. I've about 500 tinfoil hats on right now. Even if it doesnt exist though, this game is way to condusive to conspiracy theories, I love it. :)

Ikelos complete is the finished product. Its built and fully charged. Midnight exigent was the protocol to keep rasputin(and pretty much humanity) alive long term and make sure the traveller didnt leave. its still in progress because the darkness isnt defeated. He cant let the traveller flee the darkness becuae it would doom humanity. He cant let humanity die because they protect him, and he cant let himself die because hes keeping literally everything from falling apart. THATS IT. nothing more. Apparently, Rasputin was actually pretty bad at keeping intruders out of his bunker so he had to design the S.S. just so he could give it to Guardians who helped clean up his house. Yeah, it's probably nothing. Bungie will give us acces to a quest when they feel the time is right. The "puzzles that are too hard for any one player to figure out on their own" are the codes you had to put in on the second stage of the quest.

They thought there was a puzzle to find that would open up a secret area or give a special reward. Turns out there was nothing. I think you'll have the same result here.
