There's been a lot of debate over the Hammer of Sol.
There seems to be an agreement that it's more powerful than any other super, but some point out that the class lacks "non-super" perks so that's where the balance lies.
Some have called for nerfs to the damage and shield, but titan users say they're character is supposed to be a tank and this is supposed to be a tank-like super.
So how about instead we give it a speed debuff?
The super would still be a tank when you're in range, but there'd be more opportunity to escape.
They'd still own a small area, but they wouldn't be able to kill an opponent at the spark, rampage through their entire team and then kill same opponent when they respawn near their rift. It would force a little more tactics and strategy to how it was used.
A fair compromise?

Just give them a physical hard limit on hammers. Like 5, 8 with the more hammers perk.

At first there was a clear majority in favour of this change, and then the titans found this poll! ;)

I think it should be limited to four hammers thrown. Melees with the super active should drain the energy bar but not change the number of hammers throwable.
