Is this for all your characters or just one of them?

You only get the tour on the first character you load up but all the founders gear can be acquired for free on your other toons at the kiosks around the tower.

Which kiosks?

There are kiosks in the tower for exotic, emblem, shader, banner, ship and sparrow collections. Exotics are in the vanguard hall, shaders and banners are near the guardian outfitter and I think the ships and vehicles are near Holliday in the hanger area. Mr Google can help you otherwise ;-)
