Sorry, I posted that in a rush and should have read your post properly.(was going out) Repeat offenders should be punished, their console is there, sitting right in front of them, just lean forward and switch it off, if you want to watch TV or something.

I don't think if there's a life or death situation that people would think to turn off their console first.
