I'm not sure there's really anything Bungie can do because I've run across quite a few people who keep moving up and then hiding. I'll finish the strike with 120 kills, they'll have 6. The only actual solution is to make doing that a waste of people's time. For instance, Bungie could introduce minimum scores players must reach in order to be eligible for a strike reward. The minimum would be something like at least 1/3 of the 1st place score. So if I finish 1st and get 120 kills, you'd have to get at least 40 kills to qualify for a reward; go AFK or just move up and hide and only get 10-15 kills, you'd get absolutely nothing.
