I think this would be a great idea to fix the need to endlessly grind chests and crucible matches for these two items, or at least lessen them. Now I don't think you should get one with every package but say you make a rank in your normal crucible or Vanguard rep that should give you a chance at one if you're over a certain level (5) and the chance increases with each level you obtain, starting at 5% for example then at level 6 raises to 10%, etc... what do you guys think?
