Bungie released Red Death Today in Xur's category of weapons, which has the forums now in riot. However, I think there is something greater going on. I think this was simply a test by Bungie to see how Players would react to something OP, such as Gally or in this case Red Death, be sold. They are looking to how the community reacts, and how they should tend to Xur's inventory in the future. They want to see what happens to PvP, if everyone has access to a good weapon. Performing this on PvE would devastate, so they are doing a small test to see what happens.
[b]EDIT[/b] Wow, I'm quite surprised on this post, never expected it to grow big. Now I guess I should rephrase my saying about Red Death and it being OP. What I'm saying here, is that Bungie knows this weapon would cause a small group of distaste by some players by reasons differing between them (Xurn, Too OP, Ruins Crucible, etc.). They had their chance to put in an unsuspecting weapon, and they took it to see playyer reaction (According to my Theory), and take note of what would happen in result. It is a great weapon for PvP and in some cases ruins the experience of PvP for some.

It will probably not be considered a PVE must have for House of Wolves. Now that Crota HM has been out for awhile, they are giving it out so people can use it before it's PVE window is up. Gjallarhorn will always be useable until whatever the new Gjallarhorn is... I don't see Xur selling Gjallarhorn for awhile.

Yeah they wanted people to use pulse rifles more so first step buff them. Step two manipulate xur to sell the best one. Step three we all play destiny how they want us too :-)

Lol I remember way back in the first few weeks of Destiny some people were lucky early on and got good gear. Then when Xur started selling good shit, in an effort to protect their snowflakiness these players began saying they earned their gear and calling all "Xurners" scrubs. Everyone else took up this mantra and it was the law of Destiny for quite a while. But as time went on these same players along with everyone else began to see how brutal rng can be and they realized that they wouldn't get their sought-after gear just by running strikes and raids. So they began to buy shit from Xur, and began the "nothing is earned" chant to protect their egos. It's funny to see how the community has changed as more and more people had to resort to buying their shit from Xur. Sometimes I go search for those old "Xurners vs Earners" posts, compare them to today's posts and chuckle to myself. This community is hilarious.

Do it asap then so I can buy it lol. I got 150 strange coins with 600 heavy ammo. I think I have plenty enough to get em.

They already "tested" by selling Icebreaker. The forums were worse on that day. No one would care so much about Red Death if not for HM Crota healing; honestly though it's not necessary for HM Crota. Plenty of other ways to heal, or you know, figuring out how not to get hurt or die...
