I think Halo 4 is quite good as a video game, but it's the worst Halo game. Worst story by far, worst art style, and worst multiplayer gameplay.

Definitely. Even if it were a part of some other series or something other than Halo, it would still have some issues (mostly with the story), but if you're just looking at it on its own and not reckoning it as part of the Halo series, it's a fairly decent game. The worst part in the reckoning with it as a Halo game though is the story, it's complete garbage.
