No, its more about bringing back the gun Bungie made into "The modular exotic" back now that we're getting weapon crafting as a gun whose appeal is it's even more modular than everything else. So while most guns will have barrel/mag or scope/mag options the Khvostov will have all 3 and stock options like DMT/Hawkmoon so its statistically superior rather than mechanically superior through the last 2 perks or a unique exotic ability.
