You can start by making sure the problem is not on your end. Run a full Internet diagnostic looking for issues. Also regularly reset your router and then clear your system's cache to refresh your Internet connection. These will help to minimise the problem limiting it to others who have issues. Also use the in game report system as players who repeatedly play with poor Internet causing lag are restricted first for 2 weeks then 2 months at a time (Bungie just a couple of days ago issued warnings to a load of people who lag all the time).
