Have you tried clearing your console's cache by unplugging it for 30-60 seconds then plugging it back in? If you continue to experience the issue, you'll want to contact Microsoft because something in their system is reporting you as not having valid multiplayer access. Bungie relies on Microsoft's system reporting that ability, and if the game is reporting that you don't have access, then it's normally because Microsoft's system is saying you don't have access.
