Seeing a lot of posts about FPS drop issues from people with higher end rigs, so thought I'd share my experience with an old notebook from 2014, i7 4710hq CPU, Nvidia 860M. Way under specs for this game, but I managed to get it running smoothly.
I'm running the game at 900p with no drops at 45 FPS, not impressive, but hear me out.
I suspect part of the issue is with CPUs that have a turboboost setting. If this is you, download Throttlestop and disable turboboost, and if necessary, set your multiplier below the CPUs max clock and undervolt (I did this to lower temps, may or may not have an effect).
Try running the game and if you don't get the frame drops eliminated, enable vsync in the app, then use your GPUs control panel to enable triple buffering.
If anyone tries this, I'm curious to know if it works for higher end machines.
Cheers all.

It’s not an illegal program as far as I can see since all it does it pop up with my scheduler to clear my memory every time, and I’ve been using it for months. In your case it’s a matter of your 860m which is valued at about a 770 for a normal card not being able to run the game properly. I’m not sure if turbo would cause these weird issues but it’s also why Bungie recommends trying to turn off overclocks.
