What are the MAX stats a character can have?
For Resilience/Recovery/Mobility is there a limit in each category? Is there an overall limit? Or can I mod and mod and everything will stack and work?

The highest you can get is 15 mobility and 13 of the others. You can only stack armor and mods to 10. But with a lightweight frame weapon adding 2 mobility and the bottom tree tether heart of the pack perk adding 3 to all of them. Past 10 however the perks do way more, insanely higher buffs. So a 10 mobility build with a light weight frame isn't a bad option
