So tether has 2 purposes
1) wipe out large groups of adds
2) weaken enemies
This makes it one of the more versatile supers allowing it to be great for both single target dps and add clearing.
It was the go to for raids back in d1 and was commonly used for dps
Then d2 came out and it was neutered, it no longer buffed heavy weapons and only buffed kinetic and energy weapons, which isn't to helpful in a raid
Despite this its still useful for dps in other situations and saying its not would be doing it a great disservice
And on top of that its amazing for clearing adds
With that being said your probably wondering what the issue is with it
There's just better options for both purposes
Purpose 1: kill adds
Clearing adds is where tether excels and, it is amazing at it, no doubt about it, but other supers can do it just as well
Blade barrage, burning maul, daybreak, arc staff and storm trance
You could use Orpheus rig to have unlimited tether, but you could also use shards of galanor and ahamkara skull to have unlimited blade barrage and nova bomb
Or bottom tree dawnblade to have never ending daybreak
Or sentinal shield with doom fang pauldrons, which lasts forever
When it comes to clearing adds, while its not out classed by anything, there's really no reason to use it over anything else, only things its got going for it is its much more reliable
Purpose 2: weakening enemies
When it comes to weakening enemies however, while its still good at it, can't possibly compete with melting point and shattering strike
Tether buffs your weapons (kinetic and energy only) by 35%
Melting point and shattering strike buff your weapons (all of them, including your heavy) by 50%
melting point and shattering strike are more powerful than tether by 15% and can buff power weapons
If debuffs could stack, i could imagine tether seeing some more use, but they can't
The only advantage tether has is that it lasts longer but if it can't buff heavy weapons there's no point in using it for dps
In short
Tether feels like a jack of all trades type super, its good at everything, but for each situation you would use it in, there several options that are either just as powerful or better
If it were up to me i would make it better at weakening targets by doing the following:
-allowing it to buff heavy weapons
-increasing the damage buff to 40% on all weapons
-allowing it to stack with other debuffs like melting point, shattering strike, and tractor cannon
